He's just putting his money into organizing his ground game. As you point out McCain will have $84 million for the remaining 11-12 weeks after the convention. Obama will probably raise that same amount this month since he is now "down" 5 points in the latest Zogby poll. Recall that the last time Obama appeared to be struggling his 1+ million donor base came through with record donations.
