Jim Noel was the election observer who alerted officials to the 12,000-vote discrepancy in vote totals for the U.S. Representative race in 11/02. Although about 48,000 people had voted early on 212 Sequoia-supplied touch-screen computers at six sites in the county, the initial figures indicated that no race, not even for governor, showed a total of more than about 36,000 votes.
