The pro-forma budget does not include administration costs. Absent a Charter that defines the structure of the new city (city manager, mayor executive, ?) those costs cannot be defined. Also, the study does not address the cost or method of acquiring existing County facilities within the proposed boundaries (community centers, pools, sheriff sub-stations, fire stations, etc.). As an Albuquerque City resident, I anticipate less requests for City support of MDC, for example, since County revenues continue with decreased expenses.
